%0 Journal Article %T he Transformation of Urban Transformation in Turkey: An Institutional Analysis %J - %D 2018 %X This article provides an explanation to the transformation of Turkey¡¯s urban regeneration policy after 2002 based on legal and institutional dynamics and conflicts. Formed after AKP came to power in 2002, Turkey¡¯s initial regeneration policy sought to find rational solutions to the complex spatial, economic and social problems of cities via large-scale regeneration projects. Furthermore, local governments had been substantially empowered in the implementation of regeneration projects. After 2010, however, Turkey¡¯s regeneration policy dramatically changed to move away from large-scale project making towards a policy that is geared towards the demolishing and rebuilding of single buildings and plots. Central state institutions have become the primary decision makers in this transformed regeneration policy and local governments have lost much of their authority in decision-making and project implementation. What explains these important transformations is the almost complete failure of the initial regeneration policy in effect between 2004-2010 due to the irrational and confusing legal framework and institutional design behind urban regeneration as well as the strong discontent the projects generated among people residing in project areas as well as NGO¡¯s, who effectively used the law against the projects. In response to these failures, the AKP government, which was facing a slowing economy after 2010, radically changed the regeneration policy to generate economic growth through the construction sector.
