%X As it is known, development agencies are the units which determine sectoral and overall development problems, detect opportunties and solutions for their solutions and support the projects that develop them in order to realize regional development. In Turkey, these organizations have been begun to found with the formation of legal basis in 2006 and in a short span of time, development agencies have actively become to carry their activities in 26 regions today. The elimination of regional imbalances, easing of income inequality, sprading of development to the local and social demands towards balanced share of national income besides the impact of the European Union have also been very effective in maintaining the process successfully In this study, general information will be given about the development agencies with such important functions, problematical issues will be discussed and it will be carried out the evaluation regarding how these organizations can become more active in the implementation of social economic policies. In this context, the Eastern Anatolia and Serhat Development Agencies will be examined specifically and by giving general information on these organizations, it will be made asessments regarding how these organizations contribute to the implementation of social economic policies in the region recently
