%X The use of machine instead of manuel labor with industrial revolution caused the work accidents to increase and the security of the work enviroment to be questioned. In this situation, various laws were published in order to solve the problems between the employer and the employee and to establish occupational health and safety. In the Ottoman State where the industrialization movements are reflected late the first legal arrangement on occupational health and safety was carried out with Dilaver Pasha in 1865. Increasing industrialization activities along with the Republic Period led to an increase in the number of workers. For that reason many legal regulations were established. With this study concidering the historical process of work health and safety practices in Europa and Turkey, this subject has been tried to be assessed
