In this situation, various laws were published in order to solve the problems between the employer and the employee and to establish occupational health and safety. In the Ottoman State where the industrialization movements are reflected late the first legal arrangement on occupational health and safety was carried out with Dilaver Pasha in 1865. Increasing industrialization activities along with the Republic Period led to an increase in the number of workers. For that reason many legal regulations were established.
