%0 Journal Article %T Debates and Recommendations with Epidemic Diseases on during Assembly Budget Negotiations (1914-1918) %A Sibel Yaz£¿c£¿ %J - %D 2019 %X The epidemics in the Ottoman State are more threatening to public health before the First World War. Cholera outbreak among the reasons for the defeat of the Balkan Wars is one of the important reasons. After the war, typhus outbreaks were seen all over the country. The government has taken important steps towards public health with the experience of the Balkan Wars. Before the outbreak of the first World War 1913 £¿n year allocated the budget of the General Directorate of Health (S£¿hhiye M¨¹d¨¹riyet-i Umumiye). The situation was evaluated as an increase in the value given to human health £¿n Assembly. 80 of the Constitution (Kanun-£¿ Esasi). According to the article, the assembly was authorized to audit the budget. During the war, parliament has warned authorities to consider the threat of epidemics in general directorate of health during talks. On the other hand, authorities have asked for information about what is happening about the disease. Despite the increase in the amount allocated from the budget, the continued growth of the threat of epidemics was assembly of alarmed. Among the problems mentioned by the mebuses in budget negotiations for epidemics; lack of doctor and hospital facilities, a lack of experienced staff, moral disorder and not taking legal measures, not drying the marshes, and improving the conditions of municipalities.
