%0 Journal Article %T Background of the Populist Discourse: The Evaluations on the Law No. 5224 on the Assessment and Classification of Motion Pictures %A Y£¿ld£¿z Derya Birincio£¿lu %J - %D 2019 %X As known, one of the most significant problems of independent cinema is the distribution, how does the Law No. 5224 on Assessment and Classification of Motion Pictures, which has been amended, bring a solution to this problem? What problems are the modifications made based on? Are these modifications sufficient to eliminate the fundamental problems of the cinema industry? The study aims to discuss the empowered forms of silencing and production, distribution and screening of Independent Cinema with Law No. 5224. For this purpose, the theoretical framework for the transformation of the cinema industry is provided initially, and the state support and fund structure that empowers this industry are examined. In this study, resources related to Turkish cinema industry are discussed through literature review and existing problems are identified with suggestions presented. Quantitative data on the cinema industry are obtained from the official sources of the independent cinema company Antrakt, the European Audiovisual Observatory Report and the Ministry of Culture. The evaluations carried out by using the mentioned data; it is seen that the economic growth of Turkish Cinema has further expanded the distance of the independent films with the screen and existing production, distribution and screening problems have increased. It can be said that the law amended by only focusing on the problem of producers and them to receive more shares is only a result of unbalanced economic growth.
