The main purpose of the social state; in the broadest sense, to eliminate the failures and inadequacies in the market economy. If we define the transfer expenditures; expenses that result in the exchange of purchasing power between private sector or social strata. Transfer expenditures has become widespread in parallel with the emerging social state concept that emerged after World War II. Establishment of a social state as the beginning of the 1961 Constitution can be shown in Turkey. In Turkey, family allowances, unemployment benefits, disability payments remains low. It is understood from the fact that Western countries give importance to the labor market, both for the development of labor markets and for unemployment benefits and for the incapacity payments.This study examined the development of transfer spending in Turkey between the years 2000-2016, it has tried to put forward their transfer expenditure budget and its share in GDP. The transfer expenditures by the analytical budget classification is currently being implemented in Turkey have been classified, the detailed sub-indices were investigated.
