%0 Journal Article %T AN EVALUATION ON TRANSFORMATION OF THE FUNCTIONS OF MANAGEMENT FROM FAYOL AND GULICK TO PRESENT %A Duygu DEM£¿ROL DUYAR %J - %D 2018 %X The functions of management in the context of both private sectors and public administrations were first presented by Fayol and then developed with the thoughts of Gulick. These developed functions accepted as POSDCORB (Planning, organizing, staffing, directing, coordinating, reporting and budgeting) gained considerable importance in the literature of science of management and currently they can be stated as worth the research. The functions presented as an element of general theory of administration parallel to the years of welfare state and traditional public administration, are seen as political tool beyond being a function of administration currently. Planning and organizing functions can be expressed as the most significant examples of this. Therefore, both dominating state conceptions and politics, and practices that form and transform public administration have an effect on functions of management. Following the tracks of the points where this mentioned affect emerged, this study aims to find an answer to what extent to claim a transformation in functions of management.
