%X The combination of globalization, which imposes a merciless competition between countries and outdated social structures creates particularly adverse conditions for social development in countries where these circumstances do not improve the countries¡¯ competitiveness. Clifford Geertz introduced the concept of societies in permanent transition, where both tradition and modernity are receding at an increasing or alarming rate, leaving only the relics of the tradition and simulacra of the modernity.
