%X As a kind of typical public law discrimination, institutional discrimination brings violation to the citizens¡¯ equal rights. Therefore, discrimination body¡¯s legal liability shall be pursued. All in all, the legal responsibility of institutional discrimination is a public law responsibility which is made up of the public power as main infringement subject, formal and informal regulations as infringement action, and the coexist of fault and innocence as subjective status.
