%X In the Bologna process, the E4 Group proposed and created the European Quality Assurance Register for Higher Education (EQAR). EQAR guarantees the quality of quality assurance agencies (QAAs) and promotes cooperation and mutual trust between QAAs through a registration system. EQAR has an independent organizational structure, a comprehensive inclusion Criteria, a system application process and a long-lasting monitoring path. In the process of development and operation, the following characteristics are presented: Openness is the premise, independence is the fundamental, stakeholder coordination is the foundation, specialization and standardization are the paths, and quality culture construction is mission.
