%X 分析了现行《电力法》的不足,探索了新形势下电力市场的规范和发展要求.通过研究电力工业的发展趋势和社会主体间的行为规范,拟定了新电力法的外部特征和内部结构,对新电力市场应具备的法律规范提出了几点意见.;This article unveils the shortcomings of the current electricity law under the new market environment of power industey, investigating the requirements and the regulations of the new power market.Through the research on the new trend of the power industry and the regulations on the behaviors among the social entities, this article postulates the external characteristics and the internal structures of the new electricity law so as to provide the author' s personal opinion on the appropriate legislations of the new power market
