	<span style=\"line-height:1.5;\">本文介绍了我国民航运力征用的现状，分析了我国当下运力征用体制中的特点和存在的不足，并针对现存不足，结合国外先进经验，分别从顶层设计、法律法规以及运行机制方面，提出了具体的建议和改进措施，以期为民航运力征用体制机制完善提供借鉴和参考。<br />
The paper introduces the status quo of China’s civil aviation transportation requisition, and ana-lyzes the characteristics and the deficiency existing in the present capacity of requisition system. Aiming at the existing deficiency, combined with foreign advanced experience, respectively from the aspects of top-level design, laws and regulations as well as the operation mechanism, concrete suggestions and improvement measures are put forward, in order to provide reference for the perfect mechanism and system of the civil aviation transport requisition.</span><span style=\"line-height:1.5;\"></span>
