%X 中国对外承包工程体量巨大，新冠肺炎疫情短时间内在全球范围内大规模蔓延对我国海外工程承包企业造成了严重影响，主要表现在人员物资发运受阻、项目成本失控、施工不畅等方面，极大的增加了企业合同履约风险，且此次疫情符合不可预见、不可避免、不可克服的不可抗力事件定义。为此，在建国际工程承包商在疫情背景下，十分有必要进行费用和工期索赔策略探讨，以降低项目执行损失和风险，以及对海外工程承包企业转型发展思考。<br />
Huge construction projects were contracted by Chinese Contractor, the large-scale outbreak COVID-19 worldwide within short time caused serious influence to overseas project contracting enterprises, mainly in staff stuck, the goods shipped out of control, construction, project cost breakdown, etc., greatly increasing the risk of the enterprise contract performance. And the epidemic event conforms to unforeseeable, unavoidable and unovercome force majeure definitions. Therefore, under the background of the epidemic situation, it is very necessary for international engineering contractors to discuss the cost and time impacted claim strategies, so as to reduce the project execution losses and risks, and have a deep concern on the transformation and development trend of overseas project contractors.
