%X 煤矿区煤层气开发利用是指结合煤炭生产布局而开展的一系列煤层气开发利用活动。煤炭行业占煤层气地面产气量的半壁江山,但地面产气量离《煤层气(煤矿瓦斯)开发利用"十二五"规划》目标较远;井下抽采量有望达到目标,但利用率需实现突破。分析了煤矿区煤层气开发利用中面临的地质条件复杂、矿权之争、经济效益差、行业标准需跟进等方面制约因素,提出应协调好各方利益关系、实行两条腿走路、提高补贴力度、缩短审批周期、加快标准制定和加大科技投入等发展建议。 Coalbed methane extraction and utilization is the activity tightly around coal production. The coal industry provides half of the total output of surface coalbed methane. According to the development goal proposed by the Twelfth Five-year Plan,it's difficult for surface coalbed methane extraction to achieve the target while the underground coalbed methane extraction may realize the goal,but its utilization efficiency is low. Analyze the restrictive factors involving complicated geological conditions,mining rights dispute,poor economic benefits,lack of standards and so on. Provide a series of suggestions such as coordinating the relationship among the interests of all parties,increasing subsidies,accelerating the development of standards and increasing the investment in science and technology and the like
