%X 新中国成立70年来,顶层设计、市场调节、政府调控、社会发展之间的关系问题是贯穿中国改革过程的基本问题。在不断理顺和解决这一基本问题的过程中,中国共产党领导中国人民探索出了中国式改革路径、改革规律和改革模式。“顶层设计、市场调节、政府调控、社会发展有机统一”的中国式改革路径既是对1978年前后两个历史阶段的沉淀与承继,也是对高度集中计划经济体制和西方新自由主义经济模式的反思与超越; “以社会发展为基点的市场调节、政府调控、顶层设计良性互动”的中国式改革规律用一种全面、辨证、联系的科学方法论,将政府、市场、社会、顶层设计这四个关乎改革成败的基本要素置于一个对立统一的结构体中,探索和建构彼此之间的规律性联系; “执政党、市场、政府、社会相统一”的中国式改革模式破除了西方自由主义经济国家对中国共产党领导下的改革成就所产生的质疑,为那些既想加快发展又想保持自身独立性的国家和民族推行改革提供了中国经验,开启了人类社会政治经济关联式改革新范式。<br>In the 70 years since the founding of China, the relationship among top-level design, market regulation, government regulation and social development is the fundamental problem running through the process of China’s reform. In the process of constantly rationalizing and solving this fundamental problem, the Communist Party of China has led Chinese people to explore a Chinese-style reform path, reform law and reform model. The Chinese-style reform path of “organic unification of top-level design, market regulation, government regulation and social development” is not only the precipitation and succession of the two historical stages around 1978, but also the reflection and transcendence of the highly centralized planned economic system and the western Neo-liberal economic model. Based on the Chinese-style reform law of “benign interaction of market regulation, government regulation and top-level design on the basis of social development” the four fundamental elements of government, market, society and top-level design, which are related to the success or failure of reform, are placed in an opposing and unified structure to explore and construct the regular relationship by a comprehensive, dialectical and connected scientific methodology. The Chinese-style reform model of “unification of the ruling party, the market, the government and the society” breaks the doubts raised by the western liberal countries about the achievements of reform under the leadership of the Communist Party of China, and provides Chinese experience for countries and nations that want to speed up development but also wants to maintain their independence. Meanwhile, the Chinese-style reform opens a new paradigm of “political-economic connected” reform for human society
