%X 摘要 本文以网络视频直播规制的政策网络为研究对象，综合运用内容分析、政策文本比 较、深度访谈等研究方法，探讨了中央各部委、地方政府、自律联盟、直播平台、媒体 和公众在此政策过程中的互动。借此分析在媒介融合的背景下“党管媒体”思路与“平 台治理”“发展文化产业”逻辑的统合与博弈。研究发现网络视频直播的政策网络有效 的抑制了新媒体应用的野蛮发展，但还存在平台自治动力不足、行政权力始终要保持高 压状态、政策社群内部和府际关系需要进一步整合、公众参与不足等诸多问题。网络视 频直播的协同治理模式还存在进一步调适和协商的空间。<br>This study took live stream policy network for example and explored the mutual interaction of ministries and commissions, local governments, web self-discipline alliance, live video platform, media organization and the public in this policy progress, by comprehensively applying research methods such as text analysis, policy process trace and depth interview. Consequently, we analyzed the integration and gambling between the thought of the party leading the media and the logic of platform governance and development of cultural industries under the background of media convergence. And on this basis, we put forward the co-governance mode of live video. This study found that it is necessary to introduce the perspective of policy network analysis in our country’s new media governance research. By analyzing the behavior, discourse and motivation of different actors in the policy network, we can attract a wider range of stakeholders to participate in the policy process to achieve the multiple collaborative governance of new media
