	<span style=\"line-height:1.5;\">失业保险稳岗补贴政策已经施行了4年有余，到2020年底这一政策将自动失效，届时稳岗补贴政策是否还有存在的必要，目前学界并没有系统的研究。本文从国际失业保险制度的发展趋势、国内失业保险制度发展的需求入手，展开论证，以大数据为依托，从失业保险大量结余、失业保险发挥“预防失业、促进就业”功能、政府落实稳岗补贴政策的视角论证稳岗补贴政策的必要性，并通过稳岗补贴政策的实际效果进一步证明其必要性。<br />
The unemployment insurance subsidy policy has been implemented more than four years. This policy will be invalid automatically at the end of 2020. Nowadays, there is no systematic academic research on whether the stable subsidy policy should be continued at that time. This paper expands the argument from the development trend of the international unemployment insurance system and the needs of the development of the domestic unemployment insurance system. It demonstrates the necessity of the stable subsidy policy based on data analysis from the perspectives of large balance of unemployment insurance, unemployment insurance plays the role of “preventing unemployment and promoting employment”, government implements stable subsidy policy and further proves the necessity through practical results of the stable subsidy policy.</span><span style=\"line-height:1.5;\"></span>
