划定生态保护红线对维护国家生态安全和加强生态文明建设具有重要意义，城市作为人类活动和聚集的中心，对其进行生态保护红线的划定，是推进城市生态环境保护工作、守住城市安全底线的迫切要求。以四川省成都市中心城区的成华区为例，基于遥感和GIS技术，通过遥感影像数据、气象数据、社会统计等数据和现场调查，识别了成华区生态保护红线范围，在此基础上，分析了2012~2016年生态保护红线土地利用变化状况，并通过生态资产遥感定量评估模型，客观评估了生态保护红线范围内的生态资产价值及变化状况。结果显示：成华区生态保护红线区总面积为24.32 km2，占全区总面积的22.47%，主要分布在东部和北部区域；成华区生态保护红线土地利用以绿地植被为主，其面积占生态保护红线总面积的一半以上，2012~2016年水域湿地面积增加最多，耕地和绿地植被面积有所减少；成华区生态保护红线区2012年和2016年的生态资产依次为1628.73万元和1631.96万元，生态资产有所增加，增幅达0.20%。
The delimitation of ecological protection redlines is of great significance for safeguarding national ecological security and strengthening the construction of ecological civilization. As the center of human activities and gathering, the city is estimated by the delimitation of ecological protection redlines, which is an urgent requirement to promote the work of urban ecological environment protection and keep the bottom line of urban security. Taking Chenghua District of Chengdu City in Sichuan Province as an example, based on remote sensing and GIS technology, through remote sensing image data, meteorological data, social statistics and field investigation, this paper identi-fied the scope of ecological protection redline in Chenghua District, on this basis, the land use change statues of ecological protection redline in the period of 2012-2016 was analyzed, and the value and change of ecological assets within the ecological protection redline were objectively evaluated through the remote sensing quantitative evaluation model of ecological assets. The re-sults showed that the total area of ecological protection redline in Chenghua District is 24.32 km2, accounting for 22.47% of the total area of Chenghua Distinct, and the protection area was mainly distributed in the eastern and northern regions; the land use pattern of ecological protection red-line in Chenghua District is dominated by green vegetation, which accounts for more than half of the total area of ecological protection redline, the area of water and wetland area increased most, while the area of cultivated land and green land vegetation decreased in 2012-2016; the ecological assets of Ecological Protection redlines in Chenghua District in 2012 and 2016 was 16.2873 million Yuan and 16.3196 million Yuan respectively, and the ecological assets increased by 0.20%.
