扶贫开发是我国政府和社会帮助贫困地区和贫困户开发经济、发展生产、摆脱贫困的一项长期性的社会工作。金融扶贫中的小额信贷已成为精准扶贫、精准脱贫的金融服务品牌，在帮助贫困户发展生产、增收脱贫等方面取得了明显成效。本文研究了我国农业大省黑龙江省的小额信贷精准扶贫问题，对小额信贷精准扶贫现状、存在的问题、问题成因和发展对策进行了比较系统的论述，对当前精准扶贫和脱贫具有重要的参考价值。
Poverty alleviation and development is a long-term social work of our government and society to help poor areas and poor families to develop its economy and get rid of poverty. Microfinance in financial poverty alleviation has become a major financial service in targeted poverty alleviation, and has achieved remarkable results in helping poor households to develop production, increase income and alleviate poverty. This paper studies the targeted poverty alleviation of micro-credit in Heilongjiang province, one of the largest agricultural provinces in China, and systematically discusses the current situation, existing problems, causes and countermeasures of targeted poverty alleviation of micro-credit in this province, which has remarkable value to the current issue of targeted poverty alleviation.
