%X 摘要 改革开放以来中国地方人大的制度化成长，可把先前的理论归结为政治嵌入、政治竞争和社会嵌入三种模式。通过一个制度与行动之间周期性互动的理论框架，结合对陕西省镇坪县近年来的一些创新性探索的追踪，发现一种新型的自上而下的规范化模式正在成为推动中国地方人大制度化变迁的主流模式。这种新的模式不但在一定程度改变了中国地方人大的成长路径，而且正在形成一种独特的代议机构的制度化模式，即由规范化带动专业化的制度化模式。<br>Abstract：There have been three main theoretic models in the development of local People’s Congresses since 1979 in China， which are the political embeddedness model， political contestation model， and social embeddedness model. Combined a new model of interaction between institutions and actions with a case from Zhenping county People’s Congress in Shannxi province， this paper argues that a new top-down standardization model is becoming a mainsteam model promoting the institutional development of local People’s Congresses. This new model means that the development of local People’s Congresses in China is entering a stage of institutionalization process in which specialization is prompted by standardization.
