%0 Journal Article %T 《乡村教师支持计划》实施的成效、问题及对策——基于中西部6省12县(区)120余所农村中小学的调查<br>On The Supporting Project of Rural Teachers(2015-2020): Effect,Problems and Measures %A 付卫东 %A 范先佐 %J 华中师范大学报(人文社会科学版) %D 2018 %X 摘要 2015年6月,国家开始实施《乡村教师支持计划(2015-2020年)》。通过对中西部6省12县(区)120余所农村中小学调查发现,《乡村教师支持计划(2015-2020年)》取得了初步成效:多渠道拓宽乡村教师来源,为乡村学校注入了新的活力;实施差异化补助和教师周转房等措施,乡村教师工作生活待遇有所改善;职称评定和教师培训向乡村学校倾斜,拓宽了乡村教师职业发展渠道;实施乡村教师荣誉制度,乡村教师辛勤劳动得到了充分肯定。同时,该计划实施过程中还存在不少问题:政策知晓率不高,乡村教师补充数量不足且质量难以满足实际需要,乡村学校教师编制供需矛盾尖锐,城镇教师向乡村学校流动不畅,乡村教师荣誉制度“不荣誉”。为此,提出加大宣传力度、建立“以省为主”的乡村教师工资待遇保障机制,严格乡村教师补充和退出机制、完善乡村教师编制管理制度等对策建议。<br>Abstract:Based on the survey of the implementation of The Supporting Project of Rural Teachers(2015-2020) issued in 2015 in more than 120 rural primarysecondary schools in 6 provinces,this paper finds that, The policy has achieved positive results,but there are some problems in the implementation of the policy. It then suggests some measures, such as strengthening efforts to propaganda, building provinceoriented salary guarantee mechanism for rural teachers, strictly carrying out the supplementary and withdrawal mechanism, improving the system of teacher positions management, and etc. %U http://journal.ccnu.edu.cn/sk/CN/abstract/abstract5640.shtml
