%T “揭丑运动”在中国兴起的历史必然性<br>On the Historical Inevitability of the Rise of the Muckraking in China

%X 摘要 近年来，伴随着中国经济的快速发展，政府官员贪腐、企业弄虚作假坑害消费者等 违法事件频频出现，媒体记者、网民起而“揭丑”，使“恶之花”一一现行。本文认 为，“揭丑运动”在中国的出现具有历史必然性，它与改革开放后我国实行的社会主义 市场经济体制之“市场经济”有关，和“市场经济”与生俱来的趋利本性有关。从这个 意义上说，当今中国的“揭丑运动”与20世纪初期在美国兴起的“揭丑运动”具有某种 相似之处。二者的不同在于，首先，制度基础不同。美国的“揭丑运动”是在资本主义 制度框架下展开的，不但要面对市场经济的弊端，还要面对资本主义制度的弊端。中国 实行的社会主义制度则有助于将市场对资源的配置与国家对经济运行的宏观调控有机结 合起来。其次，采取的媒介手段不同。美国的“揭丑运动”兴起于大众传媒发展的初级 阶段，中国的“揭丑运动”则是在互联网快速发展、社会化媒体广泛应用的情况下展开 的，具有即时性、互动性与普遍性的特点。<br>In recent years, with the rapid development of China’s economy, criminal offence such as offcial corruption and business fraud occurs frequently. Media reporters and netizens have begun to muckrake, which means to expose the darkness. It is inevitable for muckraking happening in China because the nature of market economy of the socialist market economic system implemented by China after the reform and opening is proft-oriented. Thus, there is a similarity between the muckraking of recent China and that emerged in the US in the early 20th century. However, the differences between them are as follow: frstly, the institutional basis is different. The muckraking of the US was launched under the framework of the capitalist system, which has to face not only the drawbacks of the market economy but also that of the capitalist system. The socialist system implemented in China contributes to combine the market’s allocation of resources with the state's macroeconomic regulation and control of economic operations. Secondly, the media are different. The muckraking of the US has arisen in the initial stage of mass media; while, China’s is carried out under the conditions of the rapid development of the internet and the widespread of social media
