%X 摘要 中国的央地关系可视为同一个组织上下不同层级的关系。央地关系制度设计的基本任务是解决央地之间的委托代理问题，制度的基本内容包括中央对地方的绩效监控和中央与地方之间的剩余分配。中央的绩效监控能力决定着剩余分配的趋向。中国央地关系两千余年的发展过程，实际上就是一个剩余分配随着中央绩效监控能力变化而相应变化的过程,其中体现出大国治理的制度逻辑。<br>
