%X 农业巨灾是全球共同面对的长期性难题，世界各国都在探索农业巨灾风险分散管理。以法律为基础，厘定政府的责任，选择适合国情的农业巨灾风险分散模式，积极探索农业巨灾风险分散工具，政府参与农业巨灾风险的途径和方式正在发生着变化。这些为我国农业巨灾风险分散政策制定、模式选择、实施措施和工具运用等提供了有益的启示。<br>Agricultural catastrophe is a long term global problem, and many countries in the world are exploring the decentralized management of agricultural catastrophe risk. Determining the government’s responsibility on the basis of law, choosing agricultural catastrophe risk dispersion model in accordance with each one’s own national conditions, actively exploring the agricultural catastrophe risk diversification tool, all these show that the ways and means of governments’ participation in agricultural catastrophe risk control are changing. These provide a useful inspiration in policy development, mode selection, and implementation measures and tools application to China’ s agricultural catastrophe risk diversification.
