%X 粮食安全是国家安全的重要组成部分,保障粮食安全是中央和地方的共同职责。随着立法和政策背景及粮食安全形势的变化,我国法律及政策对中央与地方在粮食安全保障的职责分工已不能有效满足新形势下粮食安全保障工作的需要,存在职责分工有待进一步明确,中央与地方粮食权责不匹配,责任主体不明确及职责分工政策化等不足。完善中央与地方粮食安全保障职责分工体系,需要以宪法“两个积极性”原则为指导,坚持中央与地方分级、共同负责,从增加中央粮食事权和支出责任,明确地方粮食安全保障职责,实现中央与地方粮食安全保障职责分工法律化三方面重点改进现行制度。<br>Grain security is an important part of national security. Keeping grain safety is the common duty of the central government and local government. With the background of making laws and policies and situation of food security changing, current division of responsibilities of grain safety between central government and local government couldn’t meet the needs of the work. There are some deficiencies in the division, such as indeterminate division of responsibilities, mismatch of authority and duty between the central and the local, hazy liability subject and division of duties by policies. In order to improve the system of division, we should abide by the constitution, insist on the common duty, perfect current institutions from adding to duties of the central, defining roles of the central and the local to legally institutionalize division of responsibilities.
