%X 大学制度创新显然不是指对现实的大学制度进行修 补或完善，而是应该创立一种新的、与过去完全不同的大学制 度。这种大学制度可能与现行的制度有联系，可能继承了现行 制度中的许多合理内容，但与现行的大学制度无疑是不一样 的，应该比其更接近大学本质，更符合大学规律，更体现大学 的特性，更符合人类社会的文明潮流，能够得到大学教师们由 衷的认同和真诚接受。这种制度可以使大学发挥自身应有的 价值和意义，亦即“能够在更高的层次上，促进国家的文明和 进步，甚至引领国家的文明和繁荣”，发挥大学对国家文化、科 学、教育、制度等方面的促进或引领作用。这种制度在创新方 面有两重内容：一是改传统大学中的“人治”为“法治”。二是 改传统大学中的“治事”为“治人”。以伟大的大学建设伟大的 国家，是为现代大学制度的精神意蕴。<br>The innovation of university system is more than repairation or perfection in current university system .We should create a new kind of university system which is totally different from the past definitely. The new system may be associated with the current system or may inherit some reasonable contents from the current system, but it is another thing which is different from the traditional system. It should be closer to the essence of university, more conform to the operation rules of university, reflect the characteristics of university in a better way, and more accord with the trend of human social civilization. It can obtain the acceptance and identification from university staff sincerely. This system allows universities to perform their own value and significance. In another word, it can promote the national civilization getting progress, and even lead the country to civilization and prosperity. Therefore, it makes universities play a role in improving national culture, science, education, system and other aspects. This system has two contents in innovation: first, transforming "the rule by man" to "the rule by law"; second, transforming "focusing on affairs" to "focusing on people". The spiritual connotation of modern university system is to build a great nation on the basis of great university.
