%0 Journal Article %T 共同利益:高等教育决策的价值基础<br>Common Good: The Value Basis of Higher Educational Decision %A 付八军 %J 大学教育科学 %D 2018 %X 联合国教科文组织近年发布的《反思教育:向“全球 共同利益”的理念转变?》,并不是第一次提出人文主义,但 却是第一次明确提出要让“共同利益”取代传统概念“公共利 益”。从“共同利益”到“公共利益”的概念更替,蕴含着教育 理念的重大变化,将对教育实践产生重大影响。在“共同利 益”的价值指引下,我国高等教育将呈现新的发展趋势:办学 主体越来越多元、学习形式越来越多样,教育国际化纵深推 进,政府办学方式发生改变等。顺应这些变革趋势,政府应该 推进非政府主体参与办学,扩大高校办学自主权,关注高等教 育公平,完善政府监管与服务职能。<br>Rethinking Education: Towards a global common good released recently by UNESCO is not the first time to advocate humanism, but the first time that the “common good” should be replaced by the traditional concept of “public good”. It means that education as the common interest of the human society is not only government affairs, and compulsory education is not the essential characteristics of education, and education needs the participation of all the members of the society. In the fields of education, the substitution of “common good” for “public good” has its rationality. Firstly, the connotation of “common good” is extremely complex, which affects people's understanding on the essence of education. Secondly, the privatization of education is inevitable and is being strengthened, the nonprofit and non-exclusiveness of “public good” cannot reveal education's essence. Thirdly, “common good” connotes responsibility and mission, and has its transcendence and inclusiveness, can replace “public good” as the new discourse of education governance. The substitution of “common good” for “public good” implies significant changes of educational idea, which has brought a great impact on educational practice. Under the value guidance of common goods, a new development trend will be present in China's, even the world's higher education. For example, the main body of running a college has become increasingly diverse; and the types of learning are more and more various; and the internationalization of education has been deeply carried forward; and government running mode has also been changed. It can be seen from the changes in these important areas that the government must adjust the higher education policy if it is to stick to its own responsibilities and safeguard the fairness of education at the same time. So as to adapt to these reforming tendency, countries in the world, especially China, should promote non-government subject to run colleges, as well as expanding the university’s autonomy. In addition, not only should the government pay attention to equity in higher education, but also ought to perfect functions in government regulation and services.
