%X 能源和水资源是人类生存和发展的重要基础，在水资源短缺和能源匮乏的大背景下，能-水问题已成为制约经济社会发展的关键瓶颈；基于能-水关联规律，从和谐论理念、和谐论五要素及和谐度方程三个方面对能-水关联进行了解读，立足于可持续发展理念，探讨了能源系统、水资源系统、能-水关联的和谐发展途径，提出了具体的发展措施。<br>Energy and water resources are important basis for human survival and development. In the background of water shortage and energy shortage, Energy-Water problem has become a key bottleneck which constraints economic and social development. Based on energy-water nexus, it was interpreted from harmony theory′s idea, harmony theory′s five elements and equation of harmony degree. In accordance with the concept of sustainable development, some harmony development pathways were explored from energy system, water resources system and energy-water nexus, and specific development measures were proposed
