%X 习近平总书记在哲学社会科学工作座谈会上的讲话，指明了哲学社会科学研究的使命和目标要求。深化科研管理体制改革，激发科研活力是哲学社会科学研究急需突破的机制问题。基于对高校科研管理中存在问题的分析，为推动西安交通大学“双一流”建设，建议营造信任科研人员的氛围；建立科研管理负面清单制度；搭建从管理型向服务型转变的科研服务体系；建立具有交大特色的国际化科研评价体系；提升科研资源配置效能；申请“一带一路”协同创新中心。<br>Xi Jinping, the general secretary of CPC, indicated the mission and aim of philosophy and social science research in the Symposium on Philosophy and Social Science. Therefore, we think that it is time to break through the following two mechanism problems, namely, how to deepen scientific research management system reform and how to activate scientific research on philosophy and social science research. Based on the analysis of problems of university scientific research management, we put forward 6 policy suggestions to make Xi′an Jiaotong University to achieve a world-class university:(1)Construct the atmosphere of trusting in researchers; (2)Establish scientific research management system of negative list; (3)Build the scientific research service system transformed from regulation to service; (4)Establish international scientific research evaluation system with Xi′an Jiaotong University characteristics; (5)Promote the efficacy of scientific research resource distribution; (6)Apply to build a "One Belt and One Road" collaborative innovation center
