%0 Journal Article %T 组织中弱势部门权力提升过程研究<br>The Power Development Process of Weaker Department in Organization %A 赵新宇 %A 尚玉钒 %A 张庚淼 %A 许夏陆 %J 西安交通大学学报(社会科学版) %D 2015 %R 10.15896/j.xjtuskxb.201506007 %X 通过对陕西省工信厅成功推行全省电子政务建设的过程进行分析,发现“弱势”部门在目标实现过程中可能存在“行政权力不足”“资金有限”“技术力量薄弱”“沟通渠道匮乏”“原有结构利益复杂难调”等挑战;可通过“身份重构”“存在感彰显”“共赢导向合作”“反转提升”四阶段式的权力运用与提升策略有效开展自身业务,改善弱势地位。据此提出:共赢导向权力策略的运用以及组织中“强势”部门职权垄断状态的消解是“弱势”部门跨越自身瓶颈、推动目标达成的关键。<br>Through a case study of the E-government affairs in the Industry and Information Technology Department of Shaanxi Province, we find that there are many challenges for a weaker department to complete its tasks in the organization. For instance, the lack of administrative power, the lack of financial appropriation, unsubstantial technology strength, limited communication channels, and complexity of interests, etc. We also find that a weaker department can improve its status effectively in organization by using a four-step-power strategy which is "identity reconstruction","reflection of existence", "all-win cooperation" and "fightback" respectively.
