%X 基于“一带一路”战略背景，利用2003-2014年中国对152个国家的投资数据，采用异质性随机前沿引力模型对中国对外直接投资潜力和效率进行了测度，发现中国对外直接投资区位分布不合理，投资效率不高。在投资潜力较大的“一带一路”地区，存在严重的投资不足，在“丝绸之路经济带”投资效率的损失更加严重。进一步研究发现，东道国的投资自由度、劳工自由度水平不高是阻碍中国投资进入的主要原因，通过缔结双边投资协定改善投资便利化程度，有利于充分发挥中国投资潜力，促进投资效率提升。<br>Under the background of "the Belt and Road Initiative ", this paper estimates the investment potentials and efficiency of China′s outward foreign direct investment by using the heteroscedastic stochastic frontier gravity model based on the 152 economies over the period from 2003 to 2014.The results show the unreasonable distribution of the location and low efficiency of China′s outward foreign direct investment. The countries along "the Belt and Road" have considerable investment potentials but also face the problem of underinvestment, especially in "the Belt" zone. The analysis comes up with the result that the low level of freedom of investment and freedom of labor block the investment. It is important to promote the investment efficiency by grasping the opportunity of "the Belt and Road Initiative ", speeding up the process of investment facilitations and pursuing bilateral investment agreements
