%X 摘要 文章提出一个基于政策与治理维度的开放政府理论分析框架，认为信息公开和数据开放是开放政府的前提条件，而公众参与和社会合作是开放政府最为本质和核心的内容。<br>Abstract: This paper puts forward a framework of open government based on policies and governance dimensions, and argues for the viewpoints that information publicize and data open are the premises of open government, but public participation and social cooperation are the essential content of it.
