%0 Journal Article %T 协同创新与国家体育总局重点实验室建设<br>Cooperative Innovation and Key Laboratory Construction of General Administration of Sport of China %A 雷厉 %A 胡扬 %A 杨丹 %J 北京体育大学学报 %D 2016 %R 10.19582/j.cnki.11-3785/g8.2016.11.002 %X 摘要:为分析国家体育总局重点实验室协同创新过程中存在的体制障碍,探索其开展协同创新的机制和对策,采用文献研究、调查研究、比较研究、专家论证、个案研究等方法,在实地考察北京、上海、广东等20余家重点实验室以及向45个重点实验室发放调查问卷的基础上,以重点实验室协同创新开展情况为研究对象开展研究。结果显示:重点实验室存在协同创新观念不到位、政府支持力度不足、创新能力欠缺、体制机制障碍、顶层设计缺失等问题;其原因是事业体制不利于协同创新、缺乏资源共享机制、缺乏交流推广机制、学科交叉不足、成果转化和应用不足、协同创新人才缺乏,等;推进协同创新的建议包括突出体育事业发展战略目标、做好顶层设计、进行跨学科交融、开展市场化战略合作、构建协同联盟、培养协同创新人才、强化开放共享以及建立协同创新评价体系。<br>Abstract: The purposes of this study were to analyze institutional barrier of General Administration of Sport of China key laboratory construction in cooperative innovation process, and explored its cooperative innovation mechanism and countermeasure. Based on field survey of over 20 key laboratories in Beijing, Shanghai, Guangzhou and questionnaire investigation on other 45 key laboratories, this paper analyzed cooperative innovation of these key laboratories by the methods of literature review, questionnaire investigation, comparative research, expert demonstration, and case study. The results showed that cooperative innovation of these key laboratories have many problems, such as unsuitable ideas, lack of government support, lack of innovation ability, system constraints, and lack of top-design. The main reason is public institutional system that is lack of cooperative innovation, resource sharing, communication mechanism, discipline integration, result transformation and implementation, and cooperative innovation talent. This study provided some suggestions that highlight sports development strategy target, make a top-design, forward cross-discipline integration, start market strategy cooperation, construct cooperative union, cultivate cooperative innovation talent, enhance open and sharing, and set up evaluation system %K key laboratory cooperative innovation resource sharing discipline integration evaluation system %U http://xuebao.bsu.edu.cn/ch/reader/view_abstract.aspx?file_no=20161102&flag=1
