%X 摘要：为了研究冰雪旅游业治理结构，优化发展环境与运行机制，促进冰雪旅游业快速发展。主要运用文献资料、实地考察等研究方法，对我国冰雪旅游业治理的内涵特征、结构体系以及运行机制进行研究。研究表明：冰雪旅游业治理呈现出管办分离、资源整合与民主对话的特征，宏观政府、中观协会以及微观企业构成了冰雪旅游业的治理结构。政府主导协调、协会协同管理、冰雪旅游企业中坚承担成为冰雪旅游治理结构改革的核心原则。建议未来应通过加强激励机制、融资机制、竞争机制以及民主决策机制建设，完善冰雪旅游业运行机制。<br>Abstract: The paper focused on the governance structure of ice and snow tourist industry to optimize its development environment and operation mechanism and promote its speed development. This paper analyzed connotation characteristics, organization system, and operation mechanism of the governance structure of China ice and snow tourist industry by the methods of literature review and field survey. The results showed that the ice and snow tourist industry governance structure presents a separation of management from running, and resources integration and democratic dialogue. Macro government, medium institute and micro enterprise constitute governance structure of ice and snow tourist industry. “Government-led coordination, collaborative management of association, core force of sports tourism enterprise” became the principle of the governance structure reform. This study suggested that incentive mechanism, finance mechanism, competition mechanism, and democratic decision-making mechanism should enhance and improve its operation mechanism
