%X 摘要：体育产业作为未来拉动经济发展的新引擎，是促进体医联动，保障政府购买体育服务的有力支撑，也是进行供给测改革，调整体育产业结构的重要载体。如何有效帮助政府抉择、评价切实可行的体育产业政策，这是政府的使命和根本任务。主要采用文献资料法、数理统计法借助混合多目标决策模型构建一种体育产业政策评价准则，以期综合评判体育产业政策、方案（侧重点）以及资源间的抉择问题。借助DEMATEL法研究体育产业策略与侧重点间的复杂关系，利用ANP法确定网络结构中各策略和方案变量间权重，采用ZOGP法探析侧重点和可用资源间的关系。结果表明，在既定预算下，“体育健身”和“体育用品”两个侧重点最为有效，即大力发展全民健身运动，扩大体育用品产业发展，有助于我国体育产业的整体发展。该模型的建立为决策者筛选、评价体育产业政策组合提供了一条可行的解决路径。<br>Abstract: As a new engine for promoting economic development in the future, the sports industry is a powerful support to promote the linkage of body medicine and guarantee the government to buy sports services. It is also an important carrier for the reform of the supply side and the adjustment of the structure of the sports industry. It is the government's mission and fundamental task to effectively help the government to choose and evaluate a feasible sports industry policy. This study construct a policy evaluation criterion for sports industry based on multi-criteria decision-making (MCDM) by the methods of literature review and mathematic statistics, hoped to comprehensively evaluate the sports industry policy, the key points and the choice of resources.In this study, the complex relationships between the strategy and the emphasis of the sports industry were analyzed by DEMATEL method; the weights between the strategies and the scheme variables in the network structure were determined by ANP method; and the relationship between the emphasis and the available resources were analyzed by ZOGP method. The results showed that: Under the established budget, "physical fitness" and "sports goods" were the most effective two key points, i.e., to develop the national fitness and expand the development of sports goods industry will help the overall development of the sports industry in China. The establishment of this model provided a feasible solution for policy makers to screen and evaluate sports industry policy
