%X 摘要：旨在梳理“北京实践”的模式与政策规范，为国内其他城市开展政府购买青少年课外体育服务提供经验借鉴，为进一步完善政府购买青少年课外服务政策设计提供理论参考。研究方法：采用文献资料法、实地调查法、访谈法等在对北京市政府购买青少年课外体育服务实践进行调研的基础上反思政府购买青少年课外体育服务的制度困境与制度创新。主要结论与建议：“北京实践”所采用的校-校“结对子”、政-社合作、社区教育和政-企合作等4种政社合作形式以及在此基础上形成的独立关系竞争性购买、独立关系非竞争性购买和依赖关系非竞争性购买3种购买模式有着普适性推广价值；尽管“北京实践”仍然面临着立法、组织、权责、激励和监管等方面的制度困境，但为我们进一步反思和创新政府购买青少年课外体育服务制度提供了实践依据；建议从加快法律制度体系建设；将政府购买服务与社会组织培育相结合，提高政府购买服务的独立性和竞争性；完善政府部门协同机制，明确区县政府机构的地位和作用；建立和完善绩效评估机制；建立和完善动态监管与约束机制等方面实现政府购买青少年课外体育服务的制度创新。<br>Abstract: This study aimed at combing the mode of “Beijing practice” and policy norms, providing experience for other cities to carry out government purchasing extracurricular physical exercise service for teenagers, in order to provide a theoretical reference for further improve policy design of government purchase extracurricular physical exercise service for teenagers. Methods: Literature review, field survey, and interview methods were used. Based on the investigation of Beijing municipal government purchasing extracurricular physical exercise service for teenagers practice, this paper reflected institutional predicament and institutional innovation of government purchasing extracurricular physical exercise service for teenagers. Main conclusions and suggestions: “Beijing practice” has 4 kinds of cooperation forms and 3 kinds of purchase that have popularization value models based on the former; the 4 kinds of cooperation forms are school pair pattern, government and community cooperation, community education, and government and company cooperation; the 3 kinds of purchase models are competitive independent purchase, non-competitive independent purchase, and non-competitive dependent purchase. Despite “Beijing practice” is still facing some difficulties in legitimating, organization, right and responsibility, encourage, supervision, it provides a practical reference for further reflection and innovation. This study suggested that speed up legal system construction; combine government purchase and social organization cultivation to improve independent and competitive of government purchase; improve cooperation mechanism between government sections and clarify position and function of district or county government; build up and improve performance evaluation system; build up and improve dynamic supervision and restriction mechanism
