%X 在中国经济转型升级和社会管理完善进程中，解决好农民收入可持续增长问题是全面建成小康社会、实现城乡一体化发展的现实要求。“新常态”下，中国要规避“中等收入陷阱”，斩断困扰经济可持续发展的死结，促进经济发展方式转变并实现城乡一体化发展，迫切需要着力布局和推进体现时代发展内涵的农民收入超常规增长战略。本文立足新时期农民收入超常规增长的理论内涵和现实意义，从人力资本积累的现实格局揭示了农民收入超常规增长面临的主要障碍，并据此提出了改造农村人力资本实现农民收入超常规增长的政策措施。<br>In the process of transforming and upgrading China's economy and improving social administration, maintaining a sustainable growth in farmer's income becomes the prerequisite of building a moderately prosperous society in all respects and achieving integrated development of urban and rural areas. In the 'new normal', there is a pressing need to implement and push forward strategies for supernormal growth in rural income, which reflect the connotation of the development of the times to avoid the 'middle-income trap', to break the deadlock which hampered the sustainable growth of economy, and to promote the transformation of the mode of economic development and realize integrated development of urban and rural areas. In view of the theoretical connotation and practical significance of the supernormal growth in rural income in the new age, this article reveals the main impediments in the supernormal growth of rural income from the perspective of the real pattern of human capital accumulation, and puts forward policies and measures for transforming the human capital in rural areas and achieving a supernormal growth in rural income
