%X 摘要： 随着清洁能源的大力发展与智能电网技术的不断成熟,特高压技术解决了超远距离电力传输调度问题,在当今全球化进程中全球能源互联已成为现阶段急需解决的重大问题,也是实现全球经济与能源可持续发展的重要战略规划。全球能源互联需要世界各国在能源领域进行全方面合作,打破不同发展水平国家间的能源准入壁垒,将世界各国的资源及能源性企业联合起来,形成一套互信互惠的能源交易运行机制,并探索适用于全球能源互联的商业模式,以保障全球能源互联网的建设有序开展。通过现阶段“一带一路”发展战略对全球能源发展现状及全球能源互联网现阶段取得成果的分析,对全球能源互联网发展过程中的新型投融资机制、市场机制、协同创新机制以及组织保障机制的建设进行了探索,旨在提出全球能源互联运行当中面对的各种问题,为全球能源互联运行机制建设提供可行性方案,推动“一带一路”与构建全球能源互联网两大战略的耦合与互动。<br>Abstract: With the vigorous development of clean energy and the maturing of smart grid technology, UHV technology could solve the scheduling problem of ultra-long-distance transmission of electronic power. The global energy interconnection has become a major issue urgently needed to be solved at this stage of globalization. It was also an important strategic plan for achieving sustainable global economic and energy development. Global energy interconnection requires all countries in the world to cooperate in all aspects of energy and open energy access among countries with different development levels so as to bring together resources and energy-based enterprises from all over the world to form a set of mutually beneficial energy trading operation mechanisms. Together, countries may explore the business model applicable to the global energy interconnection to ensure the orderly development of the global energy Internet. “The Belt and Road Initiative” at this stage was analyzed, which is about global energy development status and the performance gained of global energy internet. The construction of new investment and financing mechanism, market mechanism, collaborative innovation mechanism and organizational guarantee mechanism in the process of global energy internet development were explored. In order to drive the coupling and interaction between “the Belt and Road Initiative” and the strategy of global energy internet establishment, the problems were put forth that would be encountered during the operation of global energy interconnection, and feasible scheme was proposed for the construction of global energy interconnection operation mechanism
