%X 2009年启动的新一轮医改设定的一个主要目标是公立医院公益性的回归，籍此解决民众“看病难、 看病贵”的问题。公立医院以公益性为宗旨，不能向患者收取虚高的医疗费用。然而，政府为公立医院提供的财 政补助又特别少，在这种情况下，医院的收入来源减少，医生的收入也随之降低。作为有限理性经济人，医生的 自利性决定了他们不可能甘心接受低收入的待遇，而将想方设法寻求新的收入来源。这正是新医改难以推进的症 结所在。医院的公益性目标与医生的自利性发生冲突。欲解决二者之间的冲突，政府投入的增加是必不可少的条 件，但寻求公立医院公益性目标与医生自利性之间的平衡点也是不容忽视的一大因素。<br>One of the goals of the new round of health care reform that started in 2009 is to recover the commonweal of the public hospital and solve the problem of patients’ difficulties and high expenses for medical care. If a public hospital is really public-interest-oriented, it wouldn’ t charge bloated fee. However, the subsidies the government offered for the public hospital are especially small. In this case, the income resource of hospital would be reduced and the physician’ s income would be also cut down. As an economic man with bounded rationality, the physician wouldn’ t accept low pay and would try his best to seek new income resource. This is the crucial reason why the new round of the health care reform is hard to be propelled. The commonweal goal of the public hospital comes into conflict with the physician’ s self-interest. The indispensable condition to resolve the conflict is to increase the government’ s input. Another inevitable factor is to seek the balance point between the public hospital’ s commonweal and the physician’ s self-interest
