%X 大数据分析如何应用到政府决策中，改进政府管理和社会服务，是互联网时代各级政府面临的新课题。基于大数据分析的智慧决策新模式，是从业务运行和网民表达、绩效判识、需求识别、特征洞察、供需失衡、优化再造等六个业务层流程以及数据归集、大数据分析挖掘、辅助分析三个大数据层流程进行阐述，协同支持政府的智慧决策。这个新模式已经在地方政府重大事件应急信息服务中得到应用，并取得了较好的应用效果。</br>In the era of the Internet，a big issue facing governments at different levels is how to makegovernmental decision based on big data analysis and to improve their governance and social services. A newmode of intelligent governmental decision based on the analysis of big data is a type of decision involvingsuch factors as the operation of the governmental websites and the channels through which netizens maketheir concerns known；the evaluation of the performance of the government；the identification of the needsof the netizens；the analysis of the characteristics of the interaction between governmental organs and thenetizens through the Internet；the imbalance between the supply and the demand of the information；and theoptimization of the online services provided by the government. Such a new mode of governmental decisionhas been applied in the information services offered by some local governments during their response toemergencies and achieved good results
