%X 技术化行政以工具理性为基础，运用概念、推理和量化分析对组织进行有效管理与公共服务的供给。大部制改革的体制机制是基于因特网平台电子技术的发展，实现组织专业化分工与跨部门协同的整体性治理，体现了技术化行政演进的生成逻辑。中国行政体制的改革业已进入到大部制改革的深化阶段。本文在演进分析与实证研究的基础上，回溯技术化行政范式变迁的轨迹，探究整体性治理有效优化大部制改革的制度化策略，进而实现组织发展与整合，这对于优化我国行政体制改革的中层设计具有重要的理论价值和实践意义。</br>Technological administration，based on the instrumental rationality，aims to achieve effectiveadministration and public services through concept formulation，inference and quantitative analysis. Superdepartmentreform，triggered by the development of the Internet technology，is to bring about a holisticadministration characterized by effective professional division within an organization and productive coordinationbetween different departments，thus showcasing the logic of the evolution of technological administration. China’soverhaul of its administrative system has entered the stage of super-department reform. Through reviewingparadigm evolution of technological administration，the paper attempts to explore the path choice for pushingforward the Chinese administrative reform to realize the modernization of state governance capacity
