This means China will vigorously develop a low-carbon economy to achieve the low-carbon and sustainable transformation. Carbon financial regulation of multilayered embodies in mainly carbon emissions trading and carbon financial derivatives market is not only a secondary market regulation by the national development and reform commission. In reference to a more mature regional carbon emissions trading formation of information exchange, coordination function, inter-regional coordination mechanism to build legislative carbon trading by establishing cross-regional coordination committee.
