%T 农地整治项目施工监督制度的交易费用研究

%X 通过对现行农地整治项目施工监理制度与农民参与农地整治项目施工监督制度的比较分析,对于完善农地整治项目施工监督制度具有重要意义.本文运用交易费用理论分析了现行农地整治项目施工监理制度下和农民参与农地整治项目施工监督制度下的交易费用构成,并采用问卷调查资料,对上述两种情形下的交易费用进行了测算和比较.对于现行农地整治项目施工监理制度而言,农民参与农地整治项目施工监督可以降低交易费用,提高监督效率;农民以市场聘用的形式参与农地整治项目施工监督,效率更高.因此,应建立一套完善的农民参与农地整治项目施工建设的监管机制,有效提升农民参与农村社会治理的效率.</br>The purpose of this paper is to compare the current construction supervision system and farmers’ participation construction supervision system of rural land consolidation project, which is significant to improving the quality supervision system and mechanism of rural land consolidation project. This paper used the transaction costs theory to analyze the transaction costs under the current construction supervision system and farmers’ participation construction supervision system of rural land consolidation project, and based on the data of questionnaire survey on farmers. This paper conducted a measurement and comparison on the transaction costs in the two situations above. The results showed that farmers’ participation construction supervision system can reduce the transaction costs and promote supervision efficiency compared with the current construction supervision system, and the market mode of farmers’ organization participation is better. Therefore, a perfect public supervision mechanism of farmland consolidation project should be built,which can promote the efficiency of rural social governance
