%X ？Thispaperconcernsproblemofthedelay-dependentrobuststabilityandstabilizationforuncertainneutralsystems.Somenewdelay-dependentstabilitycriteriaarederivedbytakingtherelationshipbetweenthetermsintheLeibniz-Newtonformulaintoaccount.FreeweightingmatricesaregiventoexpresstherelationshipbetweenthetermsintheLeibniz-Newtonformulaandthenewcriteriaarebasedonlinearmatrixinequalitiessuchthatthefreeweightingmatricescanbeeasilyobtained.Moreover,thestabilitycriteriaarealsousedtodesignthestate-feedbackcontroller.Numericalexamplesdemonstratesthattheproposedcriteriaareeffectiveandareanimprovementoverthepreviouspapers.
