Thoma %J Physics %D 2015 %I arXiv %X We report a partial wave analysis of new data on the double polarization variable E for the reaction $\gamma p\to \pi^+ n$ in the mass range from 1.25 to 2.25 GeV, and of further data published earlier. The analysis of the new data within the BnGa formalism reveals strong evidence for the poorly known baryon resonance, the one-star $\Delta(2200)7/2^-$. This is the lowest-mass $\Delta$ resonance with spin-parity $J^P=7/2^-$. Its mass is significantly higher than the mass of its parity partner $\Delta(1950)7/2^+$ which is the lowest-mass $\Delta$ resonance with spin-parity $J^P=7/2^+$. The implications of this observation for the interpretation of high-mass excitations of mesons and baryons is discussed. %U http://arxiv.org/abs/1503.05774v1
