%X China¡¯s income distribution has worsened along with its rapid economic development. It is suggested that the government issues an ID card with a chip and store money in the chip as calculated by a formula based on tax revenues. People can use the money stored for consumption. The measure is likely to prove an effective tool in bringing about a direct and immediate improvement in income distribution.
