%X Quelles sont les racines id¨¦ologiques du mouvement oustachi d¡¯Ante Paveli , dans quelle mesure et depuis quelle date est-il purement fasciste ? Si le fascisme italien semble ¨ºtre un mod¨¨le pour Paveli , peut-on pour autant consid¨¦rer le mouvement oustachi comme fasciste ? Quelles sont ses racines id¨¦ologiques ? La politique qui engendra les massacres de 1941 ¨¦tait-elle inh¨¦rente ¨¤ l¡¯id¨¦ologie du mouvement d¨¨s les ann¨¦es 1930 ? Telles sont les questions auxquelles cette communication veut r¨¦pondre. On peut dater la naissance de l¡¯organisation oustachie au printemps 1930 sous l¡¯appellation UHRO. M¨ºme s¡¯il est soumis ¨¤ l¡¯influence tr¨¨s forte de l¡¯Italie mussolinienne, le mouvement oustachi ne peut ¨ºtre consid¨¦r¨¦ comme un mouvement purement fasciste avant 1941, pour Ante Paveli , son but se r¨¦sume ¨¤ la cr¨¦ation d¡¯un ¨¦tat croate ind¨¦pendant dont lui-m¨ºme sera le chef absolu. La   question serbe   n¡¯est pas directement abord¨¦e dans ces ann¨¦es-l¨¤, mais il est clair que le discours change vers la fin des ann¨¦es 30 et qu¡¯¨¤ partir de 1941, dans des conditions exceptionnelles, l¡¯id¨¦ologie oustachie s¡¯inspirera directement du fascisme et du national-socialisme. If Italian fascism was a model for Paveli , could the Oustachi movement be considered fascist? What were its ideological roots? Had the policies that led to the 1941 massacres been inherent to the ideology of the movement ever since the 1930s? These are the questions that this communication addresses. The birth of the Oustachi organisation, called UHRO, can be traced to the spring of 1930. Even if it succumbed to the powerful influence of Mussolini¡¯s Italy, the Oustachi revolutionary movement cannot be considered purely fascist. Before 1941, for Ante Paveli  the goal of the movement boiled down to the creation of an independent Croatian state of which he himself would control absolutely. The 'Serb question' was not explicitly raised during these years, but it is clear that the discourse of the organisation changed toward the end of the 1930s and that from 1941 onward, under exceptional circumstances, the Oustachi ideology was directly inspired by fascism and national socialism.
