In this way, the paper analyzes the negotiation with "Popular Militias of Medell¨ªn" in 1994 through the analysis of local legitimacies and the consequences of the negotiation to adjust of local relations of power. It concludes with three principal claims: a) negotiation processes are open windows of opportunity to adjust of previous relations of power, b) those processes require articulation between no-state and state legitimacies, and c) the articulation must be guaranteed with local and national state presence during and after the process. %K Peace negotiations %K "Popular Militias of Medell¨ªn" %K relational mechanisms %K institutional arrangements %K local legitimacies %K local and national presences of State %U http://colombiainternacional.uniandes.edu.co/view.php/9129/index.php?id=9129
