%X El objetivo central de este trabajo de investigaci車n consiste en comprender la manera en que ocurre la gesti車n territorial y la planificaci車n participativa de un territorio tur赤stico consolidado en la costa sur de Brasil, espec赤ficamente en Ilha do Mel, en el Estado de Paran芍. La investigaci車n aborda el tema a partir de las particularidades emp赤ricas de la reciente etapa de desarrollo del turismo en este destino, considerando las normas y los agentes espec赤ficos. El Consejo Gestor de Ilha do Mel es el mecanismo observado de la supuesta participaci車n de los habitantes. La metodolog赤a del estudio consiste en la revisi車n bibliogr芍fica y documental sobre el tema, entrevistas, observaciones durante el trabajo de campo, clases en el campo y otras experiencias de investigaci車n. La informaci車n generada y discutida por los autores permiti車 identificar los principales conflictos encontrados y, posteriormente, la proposici車n de recomendaciones metodol車gicas para el tema. Los resultados indican la existencia de conflictos en lo que respecta a la forma en que ocurren las iniciativas de gesti車n territorial y de planificaci車n participativa. Se identificaron tres puntos a resolver sobre las dificultades analizadas: la composici車n, la representatividad y la eficacia del Consejo Gestor. This paper contains some explanation about the management model of a consolidated beach-touristic destination on southern Brazil. Works on especifical and recent empiric data of Ilha do Mel, been considered its agents and the oficial rules. The Gerencial Council consists of the mechanism supposed to insure the participation of inhabitants. The method of study is based in state of art of the subject and the them; also based in intervies, observation, field classes and investigative experiences. Those informations are debated by the auctors resulting in a problematization able to identify the main characteristics foccusing on methodological reccomendations for the title. The results point to the existance of conflicts in the participation kind of planning. There are three aspects to be resolved by criterial resolution about the difficulties found: composition, representativity and efetivity of the Gerencial Council.
