Human capital indicate the qualifications of labor force and it is determined by two components, education and health. Efficiancy of human capital enables to the effective utilization of financial and physical resources and also it provides opportunity for sustainable growth and development in national economy. Developing countries can not create efficient human resource capital that take place due to insufficient resource allocation in education and health.
